Supervisory Concessions Management Specialist

Manage, supervise and direct work of technical professionals in the Concessions Management Branch. Administer complex, multi-million dollar concession contracts for the park's concessions program, which includes preparing detailed and specialized prospectus documents. Administer annual operating budget for Concessions Management Branch, including monitoring of salary costs, travel, and purchases. Assist with oversight and monitoring of income and expenditures for Concessions Franchise Fees (CFF) program; Assist with administration of long-range CFF programmatic plan and coordination of CFF projects. Formulate funding needs and develops long-term plans for the effective management of concession programs and expenditures at the park level. Develop, review, and update contracts, operating and maintenance plans. Perform oversight of complex asset management program with a portfolio of over 400 concession assigned facilities. Provide advice, assistance, and direction to park managers and staff regarding commercial services (e.g., development of concession operating plans, contract issues). Review and analyze information related to concessioner operations, including operation costs and revenues, staffing levels, size of operation, and fulfillment of contractual financial obligations. Perform complex studies and analyses (e.g., market and financial feasibility studies, comparability studies) including of park and visitor needs, to determine the appropriate course of action related to commercial services planning. Conduct evaluation visits of facilities and commercial service operations to ensure services are provided in accordance with contract provisions and Park Service regulations. Investigate, research, and respond to difficult and complex inquiries from stakeholders. Applicants must have at least one year of specialized work experience equivalent to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
1) performing financial and operational management work related to concessions management, the hospitality industry, or other related government functions; 2) actively enforcing multi-year contracts, operating plans, and maintenance plans for a business in the tourism, hospitality or similar industry; 3) implementing policies and procedures relative to commercial services planning; 4) evaluating the financial, operational, environmental, and cultural resource impacts of for-profit business operations proposals by concession operators; and 5) analyzing financial data, trends and operational issues. TIME-IN-GRADE REQUIREMENTS:
Merit Promotion applicants who are in a current GS position or have held a GS position any time in the previous 52 weeks (one year) must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks (one year) at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
